Question: Does anyone know any newspapers or magazines that accept comics from outsiders? I have quite a few comics drawn, but I don't know what to do with them. Also, are comics all drawn by hand and then scanned into a computer?
Answer: I don't know about newspapers, but recently DC comics started accepting submissions. Comic books are obviously a different medium than weekly strips, but it might be worth looking into. For comic strips, many people started by posting them on their own web pages- take a look at pvponline and dork tower. As to how artists work- some draw by hand then scan, many draw on WACOM digital tablets or similar drawing pads.
